To fully comprehend the intent of the prohibition, is it necessary to correlate the spoken words to the circumstances when they were spoken. But before discussing more deeply on the topic, it would be helpful to know the surrounding circumstances when the words were spoken.

In brief, these words were spoken to Noah and his sons after the flood.

4The one thing you must not eat is meat with blood still in it; I forbid this because the life is in the blood.(Genesis 9:4, TEV)

Although The Word does not specifically mention the traumatic effects of flood on the family of Noah, their fear may be seen and acknowledgement of  the power of God was exhibited by Noah’s acts of offering sacrifices to God.

13 When Noah was 601 years old, on the first day of the first month, the water was gone. Noah removed the covering of the boat, looked around, and saw that the ground was getting dry. 14 By the twenty-seventh day of the second month the earth was completely dry.

15 God said to Noah, 16 “Go out of the boat with your wife, your sons, and their wives. 17 Take all the birds and animals out with you, so that they may reproduce and spread over all the earth.” 18 So Noah went out of the boat with his wife, his sons, and their wives. 19 All the animals and birds went out of the boat in groups of their own kind.

20 Noah built an altar to the Lord; he took one of each kind of ritually clean animal and bird, and burned them whole as a sacrifice on the altar. (Genesis 8:13-20, TEV)

In verse 20, it gives us the clue that there are two types of animals(1) ritually clean and (2) not ritually clean. But what is stated in the succeeding verse is about the odor of the sacrifice, not about the odor of the ritually clean animals:

21 The odor of the sacrifice pleased the Lord, and he said to himself, “Never again will I put the earth under a curse because of what people do; I know that from the time they are young their thoughts are evil. Never again will I destroy all living beings, as I have done this time. 22 As long as the world exists, there will be a time for planting and a time for harvest. There will always be cold and heat, summer and winter, day and night.” (Genesis 8:21, TEV)

Then followed by Genesis 9:1-7 verses.

What is the difference between the word “sacrifice” and “ritually clean animals”? Simple- the word “sacrifice” is an act by one who has life but ritually clean animals, they are confirmed as such, if dead. In other words, the difference is too wide apart.

So, aside from designation for foods in Genesis 9:2-3,  ritually clean animals were ceremonially used for sacrifice, when the “words” were spoken. Contrary, therefore, to the present mind-set, when animal rights advocates are delusional,  the term “life” used in verse Genesis 9:4 refers only to human.

Besides, If the intention of the One who speaks the prohibition “not to eat meat with blood still in it” is to include animals in the word “life” in verse 4, then a corresponding prohibition should had been made long ago “not to kill and/or not to eat animals”. Also, do you think that He will be pleased with the odor of sacrifice made by Noah? The surrounding circumstances when the words were spoken therefore would support the logical prohibition “not to eat human meat with human blood still in it”, which is equivalent to “sexually eating human meat” as in “oral sex“.
